Place the fennel seeds in a mortar and pestle and grind until they are mostly crushed. It doesn't have to be perfect.
Combine all ingredients in a spice grinder or the mortar and pestle. Pulse a few times to mix, but don't overdo it. This shouldn't be fine powder. You want some texture.
Store in an airtight spice jar or small mason jar.
